I would like to create catalog items (ex. block, group, fiber or port) similar to a Central Library that can be used in multiple designs in RSD Lite. My initial thoughts was to create a catalog design for each, then adding these to my "default template set" (blocks, ports, & groups). Background; Users utilizing RSD LITE are primarily creating electrical schematics that "do not" drive Pro/E-Cabling. The Users using Full-RSD will take advantage of the Central Catalog and will drive Pro/E Cable Harness Routing.
Question- What approach would be recommended for RSD LITE usage to access Catalog items.

As you said I would create a template design that contains the catalog items.

When you need to update a catalog item you can then use the package tool to roll out the update to all the users
